If someone says: The hadith states "Whoever obeys me enters Jannah, and whoever disobeys me has refused" — can it be understood from this that the disobedient person does not enter Jannah?

The answer: Yes, the disobedient person does not enter Jannah. However, disobedience is of two types, and entry is of two types: Whoever disobeys with a complete disobedience — enters the Fire, dwelling therein forever.

And whoever disobeys with a partial disobedience is deserving of entering the Fire, but in proportion to his disobedience. None is saved from the Fire except one who obeyed the Messenger صلى الله عليه وسلم. As for whoever disobeys, even with a minor disobedience — he is deserving of entering the Fire and being punished therein.
